Auto Rigging Tutorial | Skin Modding [GTA SA]
(UPDATE **READ**) It seems like 3DS Max 2020's Skin Wrap modifier is 10x better than 2012 or 2010, so please use 3DS Max instead, this basically nullifies the fact that high vertex models don't transfer weight smoothly. This method used to be something that I originally used for Counter Strike Global Offensive till I found out it also works on San Andreas too, enjoy.
