𝗔𝗿𝗲 𝘆𝗼𝘂 𝗿𝗲𝗮𝗱𝘆 𝗳𝗼𝗿 𝘁𝗵𝗲 𝗻𝗲𝘅𝘁 𝘀𝘁𝗲𝗽𝘀 𝘄𝗶𝘁𝗵 𝗕𝗘𝗔𝗗? The Broadband Equity, Access, and Deployment Program (BEAD) is a historic investment in broadband — but it’s not just a construction grant. It’s a long-term federal partnership with serious compliance obligations. 𝗘𝗮𝗿𝗻𝗶𝗲 𝗛𝗼𝗹𝘁𝗿𝗲𝘆 of 𝗠𝘆𝘁𝗿𝗮 𝗖𝗼𝗻𝘀𝘂𝗹𝘁𝗶𝗻𝗴 — and former Deputy Director of the Indiana Broadband Office — recently outlined what ISPs need to understand: • 𝗜𝘁’𝘀 𝗮 𝟭𝟬-𝘆𝗲𝗮𝗿 𝗰𝗼𝗺𝗺𝗶𝘁𝗺𝗲𝗻𝘁. BEAD-funded networks must meet 100/20 Mbps and latency standards, with ongoing semi-annual reporting. Federal interest lasts 10 years after closeout — meaning oversight continues well beyond construction. • 𝗙𝗶𝗻𝗮𝗻𝗰𝗶𝗮𝗹 𝗽𝗹𝗮𝗻𝗻𝗶𝗻𝗴 𝗶𝘀 𝗰𝗿𝗶𝘁𝗶𝗰𝗮𝗹. Letter of credit (25%) or 100% performance bond — both impact capital. Legal and financial teams should be involved before signing subgrantee agreements. • 𝗧𝗿𝗶𝗯𝗮𝗹 𝗰𝗼𝗻𝘀𝗲𝗻𝘁 𝘁𝗮𝗸𝗲𝘀 𝘁𝗶𝗺𝗲. Projects on Tribal lands require coordination and formal consent — sometimes adding months to timelines. Early engagement is essential. • 𝗦𝘂𝘀𝘁𝗮𝗶𝗻𝗮𝗯𝗶𝗹𝗶𝘁𝘆 𝗺𝗮𝘁𝘁𝗲𝗿𝘀. Federal guidance makes clear: BEAD networks must be viable long term, without relying on additional federal subsidies to operate.The ISPs that succeed will treat BEAD compliance as seriously as they treat construction. 𝗠𝘆𝘁𝗿𝗮 𝗖𝗼𝗻𝘀𝘂𝗹𝘁𝗶𝗻𝗴 helps ISPs, engineers, and construction partners prepare for subgrant execution, build performance testing protocols, track NEPA milestones, and stay audit-ready for the full federal interest period.
