They weren't as common as later in the early modern age but also existed in the late medieval age (1200 - 1500 AD). The few medieval clock towers were often implimented into a church or located closely to the town center as the towers were used to indicate when to start working, praying, etc. Portable watches were invented later and thus medieval citizens had to rely on clocktowers, sundials, etc. Only but a few were able to afford portable watches after the first watchmaker guilds were established around 1450 AD which is (depending on the region) just barely still in the late medieval age..
