In this video Jim Gibson describes and shows how to set finish. Remember there are three phases to a cabling job the first phase is "pre-cable" where you pull the cable through the walls through the ceilings. The second phase is "set finish" that's where you punch down the jacks and put on the faceplates. Set-finish is always done after painting.
