DISREGARD THE MULTIPLE OUTPUTS PART :(
So with the 1.3 updates this piston pulse limiter is much more stable, and also allows you to chain up a whole bunch of pistons together for a compact binary counter! It also gives you the ability to have multiple stacked inputs, and with a shorter input pulse (minimum 2 ticks) can have a very low cool-down time. Random discovery while derping with the redstone! :D
