Because MAR.INI (hinted by her name) is one of the more powerful Infecteds that can manipulate the most integral files of the program, she is the “key” used to free the others. But this makes it so there is only one MAR.INI spawned per mod copy.
Deleting your save data doesn’t guarantee her disappearance.
