draw.io has a number of shape libraries containing rack diagram stencils. These include both generic shapes and specific vendor shapes like Cisco, HP, Dell, etc.
You can drag and drop components into the cabinets and will be automatically ordered from top to bottom. You can reorder, move and delete elements inside the rack easily. If you resize the height of the rack, you'll get more rows in the rack.
