To apply a laser animation around any block in Gutenberg -
1) Copy the hover class from
https://codepen.io/t_afif/pen/rNJegrz
2) Paste class into "Additional CSS of Customizer in WordPress.
3) Add "hover" without quotes to any block (advanced, additional classes).
Optional, customize the first two lines like I did in the video.
