Data Center Cancellation are Increasing

In the past year, roughly 25 planned data center projects in the United States have been delayed, scaled down, or cancelled, reflecting a shift in the economics of the AI-driven infrastructure boom. While demand for computing power remains strong, several practical challenges are forcing companies to rethink expansion plans. One major reason is power availability. Modern AI data centers require enormous amounts of electricity, sometimes equivalent to the consumption of small cities. In states like Virginia, Texas, and Arizona — where data center growth has been fastest — utilities are struggling to provide new grid capacity quickly enough. Long approval timelines for transmission upgrades are slowing construction. Another factor is rising construction costs. The price of land, cooling systems, transformers, and specialized chips has increased significantly since 2022. Supply-chain constraints for electrical equipment, especially high-voltage transformers, have made project timelines uncertain and expensive. There is also growing community and regulatory resistance. Local governments and residents are increasingly concerned about water usage for cooling, noise from backup generators, and the environmental impact of large facilities. Some counties have introduced zoning restrictions or paused approvals. Finally, AI demand forecasts are becoming more realistic. After an aggressive wave of announcements from cloud providers and AI companies, firms are now prioritizing efficiency — building fewer but more powerful facilities instead of many smaller ones. These cancellations don’t signal a slowdown in AI itself.
