DCUO: Artifacts Allies & Powers DPS Meta

I speak from a gamers view of DCUO not having some iconics! I to feel the same pain of not having these moves, it sucks. I enjoy the game and i had to find a way to compete without said things it took a while because these moves are unfortunately BROKEN or OVER POWERED.... You can find a way. I Love to DPS and i will Make LOADOUTS without these moves, i know my fellow DPS are out there looking like WTF but i will TRY my BEST to Cater to all DPS not just the ones with everything.
