One of the problems people have when dealing with a non-compliant partner is not knowing how to set up their technique. In every art, jiu jitsu, judo, boxing, etc. the most difficult part is setting up the situation where you can execute your technique. It's no different in aikido.
In beginning aikido you are just learning techniques as forms or kata. Your partner is just going along with you so you can learn the basics. But as we advance we have to introduce increasingly non-compliant, resisting opponents.
