The "horizontal bar chart" part is self-explanatory.
It is "stacked" because all of the values are stacked up next to each other.
And it is "Diverging" because , and all of the "positive" (or favorable) values will get shown on the right hand side of a center line, and all of the "negative" (or unfavorable) values are shown on the left hand side of an imaginary center line
