Drone Coding in Python - Install PyCharm on Chromebook

This was a bad idea to do this for drone coding -- cheap refurbished slow-CPU Windows computers exist and it is better to use them (because with Chromebooks, do you want students to remember to setup port forwarding after reboot? do you want to troubleshoot why there is no video for student A, but student B has it?)
