The Home-Based ECCD Program, developed by the Early Childhood Care and Development (ECCD) Council, is designed to ensure that all children have access to ECCD programs and services. Anchored on strengthening parent-child relationships, this supports parents as the primary caregiver and first teacher of their children in the early years. This highlights the different contexts in which the Program can be implemented using the different phases of the Program Implementation.
