Engagement Process for the Draft Unified Development Code (UDC)

This is an excerpt from the February 9, 2026 City Council Meeting. Item 10.G Presentation and Discussion of the Proposed Community Engagement Process for the Draft Unified Development Code. (Citywide) Background In October 2022, the City of Edmond engaged Freese and Nichols, Inc. to prepare a comprehensive update to the City's development code and processes. The project, now often referred to as Edmond's Unified Development Code or "UDC', includes four (4) major phases - Phase 1: Diagnostic Report (completed); Phase 2: Code Development (ongoing); Phase 3: Mapping (recently initiated); and Phase 4: Adoption (coming soon). In May 2025 an amendment to the contract was approved to provide additional engagement with local stakeholders, the community at-large, and appointed and elected officials. The amendment included 10 additional events as follows: three (3) additional in-person advisory committee meetings, three (3) additional in-person staff workshops, two (2) additional community open houses, and two (2) additional public body meetings. This presentation and discussion will provide a status update and review the proposed engagement schedule and activities. As a reminder, the update is to Title 21 (Subdivsion Regulations), Title 22 (Zoning) and Title 23 (Stormwater/Drainage) of the City of Edmond's ordinance.
