Megatron came from the bottom. He watched a protesting mine worker executed by an Autobot official for speaking at a rally, and he built a movement around what he saw. His argument was simple: freedom of self-determination is the right of all sentient beings. The High Council's response was to sidestep him entirely. When they needed a new Prime, they elevated Orion Pax, a data archivist, specifically because he was moderate and Megatron was not. Then Senator Ratbat's corruption was exposed: he had engineered Megatron's displacement from the mines for embezzlement. The oppression wasn't incidental. It was manufactured.
