The inpector's been replaced with a crime detecting computer, but Dr. Claw was able to have his M.A.D. agents reprogram it to chase down meaningless crimes (like an overdue parking meter). Meanwhile, Gadget, out of work, looks for some way to bring in money to pay the rent.
