Garrison and his men are in Germany, on a mission to seize documents contained in a safe in a university. They need to start a fire to distract the Germans and call in the help of a Chicago police officer who's an expert in arson. Given their aversion to the law, the rest of the guys aren't happy, even less so when he's partially blinded following a firefight on landing and keeps it to himself.
By the way, they do get the documents in the end :-)
