In ps touch, you can and an image with higher resolution only if you know the settings on how to do so but that those not mean you are going to have an unlimited amount of layers.
The ps touch doesn't have an unlimited amount of layers to work with but according to my experience, you can only work with a maximum of 20 to 21 layers in total but if your project size is too big then the total layers will be a bit more smaller.
