In flows with Power Automate you have access to connectors in the Microsoft Cloud like Office 365 Users or Outlook. These connectors underneath the hood use the Microsoft Graph API. When using these connectors you are authenticating as a user where delegate permissions have been granted. If you want to authenticate as an application you won't be able to use the Microsoft connectors.
