When you install SQL Server specially in Windows Server operating system, usually SQL Server Configuration Manager doesn't appear anywhere when you try searching about it. What will you do is simple just write any of the following commands in cmd according to SQL Server version you've installed with pressing ENTER and it will appear.
SQL Server 2008
SQLServerManager10.msc
SQL Server 2012
SQLServerManager11.msc
SQL Server 2014
SQLServerManager12.msc
SQL Server 2016
SQLServerManager13.msc
