Huffman coding is a variable length coding. In Huffman coding codewords are allocated based on symbol probabilities. More probable symbol is given less number of bites and less probable synbol is given more number of symbols.
For example, in the message "ALL IS WELL", the symbol L has more probability so it can be given less number of bits.
