I got this weapon on my Heavy lowLvl, items like this are not obtained naturally, To get Weapons and Armor from low level drops, you need to:
1- Evolve a character to level 25
2- You need to get Black keys from FW or buy from store and give it to this CharLvL25
3- With your high level Char, get diamond rank in Black box events
4- With this Black Box, give to Char 25 and reroll.
That's how I got all the Black snipes and especially Shotguns, where you get +1 piercing.
