Implementing IIR Digital Filter using FIR DSP Chip Example

Is it possible to implement and realize the Recursive IIR digital filter with the given transfer function H(z) using a minimum number of the shown DSP chip that only implements Nonrecursive Digital FIR filters? If yes, what is the minimal number of DSP chips that you need to realize this digital IIR filter? Please note that at minute 13 of this video there is a typo. Thanks to @willembotha2400 for noticing it. The numerator polynomial is correctly computed and is visually shown to have a coefficient of 1 for z^-3 and therefore parameter C3 = 1 (not 1/24) in the chip that is used to realize the numerator polynomial.
