Is HTML a Programming Language? In a Nutshell

Is HTML a programming language or not? In a Facebook group where I regularly try to help novices, minutes after this question was posted, the comment section was filled with both “yes” and “no” answers without going into any details. Someone went as far as calling another person stupid and uneducated for thinking HTML was not a programming language. When I intervened and asked why he thought so while giving arguments that supported the other person, he called me uneducated as well, again without offering an explanation.
