This is from Epsiode 18 of Season 7 of Stargate SG-1, entitled 'Heroes (Part 2)'.
It starts out with Dr. Janet Fraiser's memorial service in the gate room, then by means of a clever transition we are taken to General Hammond's office, where he congratulates Emmett Bregmann (guest star Saul Rubinek) on a job well done.
Actor Don S. Davis is visibly moved when watching the clip from the fictitious documentary; he was at one point a captain in the US Army, and presumably lost friends and colleagues, which the documentary clip is about.
