It is wise not to take the correct functioning of these for granted, even when no apparent problems have shown up. As part of a quality assessment, it is strategic to ask the right questions and assess how each area is functioning in an objective manner. For example, when studying the staffing on a particular shift, include workload, training; competency assessment, and whether the staff is rotating through from other shifts.
