The goal is to avoid having more than two consecutive occurrences of the same character. After selecting the character, the algorithm checks if the last two characters in the result are identical to the current one. If they are, it picks the next most frequent character instead. The selected character's frequency is reduced and reinserted into the heap if it's still greater than zero.
