The majority of pedal steel players avoid the really low notes/strings. Of the tiny minority who have a 12-string universal steel like mine where there are some really low notes to be had, even less of them seem to make much use of the 12th string. Anyway, that's up to them As for me, I often find myself roaming around the bottom end, and it's quite tricky at times.
