The cardboard size is 2.5 inches to make the ribbons. This will vary with the width of the ribbon you use and the size of your pinecone.

Update: This ribbon did NOT work well, it frayed too easily and kept pulling out of the pins. I would suggest using a slightly stiffer ribbon that will hold together better!
