Ammonia gas dissolves easily in water. Now, we just need to make ammonia in the gas state in large quantities. The results are excellent, and can be used to make hydrazine, a component of many liquid propellant rocket motors. And, as a side chemical, solid sodium carbonate is produced that can be stored.
