This is a new feature introduced in NSP 26.4
Enables the ability to link services to another service so that users (API or UI) can gain visibility of the operational state to enable e-2-e operational practices.
Knowing the operation state of a service that a individual service may rely on will aid users in service outages.
Supports services in any lifecycle state and controlled through the API.
