One dimensional inverse problem with Python/Numpy and CIL

I roughly translated deriv2 from Hansen's Regularization Tools in to Python/Numpy, demonstrate SVD and Tikhonov regularization then use the CCPi CIL library to do an iterative CGLS reconstruction with Tikhonov regularization and without.
