Cramer-Rao bound gives a lower bound on the variance of any unbiased estimator.
Prof. Rao told me that a question asked by student in his class prompted him to come up with the bound next day when finite number of data samples are present. He has a picture of that student at his home. You can read about all this in his memoir on the web.
