POTD || 1674 || Minimum Moves to Make Array Complementary || what is this problem? a medium?

i think i kind of know what is happening, but like still the idea of net change in cost is not that simple to comprehend even if dry-running on my iPad gets me the answer, the intuition is not straight forward.
