First consider your reagent: strong base favors E2, strong nucleophile favors SN2, weak base and weak nucleophile favor E1 and SN1, respectively. Then consider your substrate - the degree of substitution tells you whether or not SN2 is possible (it's not for tertiary). Decide which mechanism(s) are involved and determine the regio and stereochemistry of the products.
