A psychrometric chart is drawn against two fundamental dimensions - dry-bulb temperature and humidity ratio. We can use a psychrometric chart to determine the other properties of a moist air system knowing dry-bulb temperature and humidity ratio (a.k.a. absolute humidity, specific humidity).
