The motion of the beads in a rain stick serves as an analogy for the motion of electrons through a conducting wire. Holding the rain stick at a high elevation does not produce motion of the beads... a difference in elevation across the ends of the rain stick is required. Likewise, putting a wire at high electric potential does not produce electric current... a difference in electric potential across the ends of the conductor is required.
