Side note on short duration duels - you currently cannot set timelimit by vote, but servers can change the timelimit with the sv_timelimit command (it goes by seconds, so 120 or 180 would be 2-3 mins). A ping advantage isn't the biggest deal with sparring partners, so consider just playing on your buddy's local host.
