Buildings do respond differently under dynamic loading. The nature of dynamic amplification depends on the natural frequency of system and the frequency of applied loading. Wind is a low frequency vibration and thus resonates with tall buildings and generates more response of tall slender structures while earthquake has a very high natural frequency and thus resonates more with short structures. Damping is a main function which can significantly reduce this dynamic amplification and there is demonstration which shows how damping reduces the response of the system.
