I'm not trying to imply that Bison doesn't spend his drive on other options, I'm just pointing out his "Plan A". I am honestly not very familiar with the alpha games. 6 is very much going in it's own direction. That direction apparently isn't nerfing Guile, he has been top 1 for almost ten months now.
