Illegal Procedures are a sort of a catch-all of random technical penalties that don't fit anywhere else. That can make going through them a bit of a slog. I can't promise that this won't be a slog, either - but I have tried to group them together, as much as I can, so they become a little easier to remember. Every game usually has at least one illegal produce, so random or not, this is something we need.
