The SAFETY Act provides a system of risk and litigation management tools to incentivize providers of public safety technologies and services to invest in developing and rapidly deploying technologies that prevent, detect, identify, or deter acts of terrorism.
Explosive Detection Canine (EDC) teams are just one example of a service technology designed, developed, modified, procured, or sold for the purpose of preventing, detecting, identifying, or deterring acts of terrorism or limiting the harm such acts might otherwise cause.
