I give all the Scouts a hard time but Sailor Moon had the best attacks and she kept leveling up. She was always OP but she didn't unlock that form until later in the series. So let's rank all of her attacks according to NEP.
Silver Moon Crystal Power and Silver Moon Crystal Power Kiss are really two attacks but I combined them into one.
