Next time open sa-mp.cfg file with Notepad (You can find this file here: Documents\GTA San Andreas User Files\SAMP), put string fontface="Futura-Normal and save. If you still cant see Russian: Come to control panel, find "Region and Language", open last tab, click on "Change system language" and select English (Country doesn't matter) with accept restarting PC. Done! Enjoy Russian text!
