Organisations, companies, governments and countries measure their progress with reducing the rate at which climate change is getting worse by how fast they are reducing their emissions of the gases that cause climate change. A metric called "net emissions" is commonly used to do this. Using "net emissions" is within the rules, but it is a misleading measure of real progress.
