Exercise 2.9- Introduction
A rational expression f(x)/(g(x) is called proper fractin if the degree of f(x) is less than the
degree of g(x0,where g(x) can be factored into linear&quadratic factors without real zeros.
the resulting expression f(x)/(g(x) is called partial fraction decmposition,
such decomposition is unique for a given rational number.
