Training Package Organising Framework (TPOF)
In this episode, I break down the Training Package Organising Framework (TPOF) — the new structure guiding how Australia’s Jobs and Skills Councils (JSCs) are redeveloping training packages. TPOF has been out for several months now, and it’s already being used across a range of sectors including ICT, hairdressing, dental, culinary, floristry, early childhood and many other industries. I walk listeners through why every RTO should be subscribed to training.gov.au (TGA) and to their relevant Jobs and Skills Council, so you actually know when your qualifications are going into review and when draft products are released. I break down the 18-month redevelopment cycle, pointing out exactly where RTOs can contribute feedback — especially during the public consultation phase, which is the first real opportunity to review draft qualifications, performance evidence, knowledge evidence, and unit structure. A big focus of this episode is the introduction of the Option B (ASK) template, which replaces “Elements and Performance Criteria” with Knowledge, Skills, and Application of Knowledge and Skills. I share the mixed reactions across industry, explain why I personally support the shift toward more streamlined, less repetitive units, and outline what this means for trainers, assessors, curriculum developers, and compliance teams. I also talk through how RTOs can use TPOF consultation as a quality improvement and professional development activity, including working with trainers to identify outdated criteria, workplace relevance, regional delivery issues, equipment challenges, and industry trends — and then feeding this back into the JSC process.
