When HOAs Meet the KGB

What if your neighborhood association has a side hustle as the government’s secret police? In North Korea, that question is not hypothetical. The inminban, or “people’s unit,” is the smallest administrative cell in the Kim regime’s surveillance system: part neighborhood committee, part ideological study group, part unpaid sanitation crew, part low-budget domestic intelligence network. It organizes labor, monitors households, keeps tabs on visitors, and helps make sure that privacy remains one of the scarcest commodity of the Kimdom. In this episode, we look at how North Korea turned the neighborhood itself into an instrument of control. We trace the system from its colonial roots under Imperial Japan’s aegukban, through Kim Il Sung’s postwar adaptation, to its role in structuring daily life for workers, housewives, and children.
