Textile Boom to Bust In the 19th century, Oldham became the world’s largest cotton-spinning town—boasting more spindles than France and Germany combined. The collapse of this industry peaked when the last mill closed in 1998, eliminating thousands of jobs. Today, Gross Value Added (GVA) per person in Oldham is about £16,652, substantially lower than the Greater Manchester average of £27,452. This persistent productivity gap underscores the depth of its economic struggles. Job Market and Wages Oldham’s employment rate for those aged 16–64 is 76.4%, slightly above the North West average—but that still leaves 4.8% unemployed. The Claimant Count—a measure of benefit eligibility—is higher too at 6.9%. Local wages remain low: household incomes trail the England average by £4,000–5,000, and productivity per worker sits below peer areas.
